Why a website about humanitarian aid workers safety ?

Today’s world is characterized by local, regional and global conflicts. There is a growing tendency towards polarization and radicalization. Increasingly, military forces from various countries are assuming humanitarian activities (i.e. relief, roads, rehabilitation). Humanitarian organizations have more difficulties implementing their programs in this environment, as well. General principles of neutrality, independence (financial and ideological), impartiality, transparency and accountability are no longer understood or respected.

“Humanitarian players face a high risk of being rejected or used.”

Each year, thousands of aid workers are travelling and working within more complex fields, exposed to violence and death. Risks faced are various and cause high numbers of injuries and deaths each year (see Statistics).

Humanity is evolving, influenced by economic, social and globalization events. These factors have strong effects on a daily basis and change the perception of humanitarian action. Humanitarian aid workers and so-called “humanitarian” organizations (NGO, INGO, ICRC & Red Cross movements, United Nations, private companies) have to adapt to this chaotic world which is more and more politicized and dangerous.

The approach

“Security management’ should not be differenciated from ‘conduct of operations.”

Security management and the conduct of operations should be considered as an interdependent entity, as ‘a whole’. The balance between risks and the operation’s impact must be constantly re-assessed.

“Security in the field depends on coherence between the mandate, principles and concrete actions.”

Scientific, pragmatic, confidential, systemic and systematic approach
Guidelines, concepts, rules and regulations should be based on facts and figures. International statistics and a wide collection of information permit workers to properly understand the situation and act accordingly. Due to the sensitivity of the subject, the whole process of data collection, treatment and analysis is done in a confidential manner.

Muti-disciplinary approach
The contributions of various, but complementary, sectors of professionals is crutial: humanitarian, military, environmental, antropology, geopolitic, medicine, psychotherapy, etc.

Universal approach
In addition to the core principles of neutrality, independance and impatiality, humanitarianprotection.org addressed its website to all aid workers, humanitarian organization, decision makers and anybody interested in the protection of those helping others. Taking into concideration the different operational and political strategies, risk-wise, there is no differenciation between aid workers, their origins and status. NGO, UN, ICRC & Red cross and Peacekeepers are the same human beeings risking their physical and mental integrity during humanitarian missions on the field.

“Humanitarian agencies have largely failed to consider the ethics of transferring risks to national staff and local humanitarian organizations.”

Primary objective

Advocate and promote the safety of aid workers to aid workers, humanitarian organizations and donors.

Secondary objectives

Propose analysis, methods and guidelines to reach the optimum security.
Propose technical and specific support on request (security consultanting and expertise).

“More than ever, prevention is better than cure.”
